MedecinsSans Frontieres(MSF) is an international independent medical and humanitarian action-driven organization that offers assistance to populations in distress, to victims of natural or man-made disasters and to victims of armed conflict, without discrimination and irrespective of race, religion, creed or political affiliation. The MSF movement is built around 5 operational centres(OC) supported by 23 sections and offices worldwide. The MSF-Mission in Greece managed by Operational Center Brussels provides humanitarian and medical assistance to the refugee and migrants populations fleeing conflict in their home countries and following a migration route via Greece and the Balkans towards Northern Europe

Main Purpose

Execute administrative tasks and do follow up of project accountancy, according to administration manager’s indications and MSF procedures, in order to ensure legal compliance and keep a strict control over monetary resources.

Accountabilities

  • Execute administrative and legal related tasks, under supervision of the Administrator Manager, checking payroll calculations and updating personal files in order to ensure accuracy, compliance and on time payments.
  • Implement cash management procedures in order to ensure the highest control and security, and ensure cash availability.
  • Prepare employment contracts in conformity with legal requirements including specific amendments when necessary in order to ensure local labour and fiscal law compliance.
  • Enter data into the HR database and personal files and keep them up-to-date in order to facilitate HR processes management.
  • Update Social security & Tax office employee files in order to meet legal requirements and duties.
  • Follow up all expiring rental contract dates and inform the Administration Manager in order to leave enough time to arrange a renewal or look for some other alternative.
  • Assist the administration manager in the prevision of monthly treasury and planning in order to ensure the coverage of daily needs, advances on salaries, payroll, etc.
  • Process the payment to suppliers and keep strict on all documentation involved, informing the administration manager of any sort of disparity.
  • Carry out all accounting tasks and activities in order to ensure strict control of all expenditures and the reliability of statements and documentation.
  • Make all administrative information available to the staff (posting, meetings, etc.)
  • Classify and prepare all accounting pieces as requested by the Administration Manager.
  • File the accounting documents and enter the accounting pieces in the accounting software, with the support from the Administration Manager and/or the Accounting Manager (ACMA).
  • Support the Administration Manager in translating documents into local language. Assists the Administration Manager in meetings upon request.

Qualifications

  • University degree in finance, business or administration.
  • Essential working experience of two years in related relevant positions/ desirable in MSF or otherNGOs.
  • Very good knowledge of English and Greek

Main Purpose
Provide support to the Field Coordinator in the administrative part of coordination tasks, ensuring a smooth relation with local and national authorities, contributing to the context analysis and follow-up, providing translations and interpreting in order to ensure the smooth running of the project.
Accountabilities
• Monitor and report on key issues (security, risk, etc.) to the Field Coordinator and provide support in analyzing contextual information, through a sound knowledge of counterparts, in different administrations in order to improve decision making processes.
• File and update field contacts and correspondence (with other NGOs, UN agencies, local authorities, media, etc) in order to ensure information sources accuracy and its availability on regular basis.
• Assist the Project Coordinator in the drafting of correspondences with authorities and counterparts (government officials, UN agencies, NGOs, etc.) in order to ensure fluent and accurate communication flows
• Assist the Field Coordinator in Internal and External Communication sessions and events about MSF (for National staff, the Ministry of Health staff, as well as local authorities) in order to improve awareness and public opinion adhesion.
• Ensures the continuity of relations with local actors and keeps updated the list of contacts.
• Organize advocacy contacts and appointments for the Field Coordinator with local authorities and partners to ensure the continuity of relations with local actors and involved counterparts.
• Execute clerk-related activities as well as prepare and conduct briefings on the project context to new employees in order to facilitate their integration onboard and within the project environment.
• Translate documents and act as an interpreter when needed
Qualifications
• Degree in related science is desirable
• Desirable two years previous experience in similar jobs in the field of humanitarian aid with MSF or other NGOs.
• Fluency in English and Greek (written and spoken)

Main Purpose
Is responsible for the implementation of Human Resources policies in the project and the correct Administrative Management of all staff working in the project (National, International, Regional, etc), along with the follow up of the correct use of Financial Resources in the project.
Accountabilities
• Advise Project Coordinator on set up (org chart) and together with the HR Coordinator, update the project’s organizational chart and job descriptions
• In close coordination with the Project Coordinator and the HR Coordinator, calculate the HR operational needs and the associated budget in order to efficiently ensure the required sizing and capabilities of the project and monitor budget follow up.
• Ensure hiring, carry out amendments and contract termination formalities for employees at project level, according to labour local laws, archiving and updating individual employee files, informing them on their rights and preparing all mandatory tax declarations, in order to ensure legal compliance..
• Assist the Project Coordinator, and/or team leaders and supervisors to draw up annual holiday planning and staff shifts in order to forecast HR needs and to ensure HR availability for the project activities.
• Under supervision of the HR Coordinator, ensure indexation process of national staff salary grids in order to ensure internal equity, cost-of-living adjustments and the correct application of employment conditions in the project sites.
• Support, in close coordination with the HR Coordinator, the project line managers in detecting training needs, in properly evaluating people performance and in potential identification, in order to improve people capabilities, and their end results contribution to mission goals.
• Plan and supervise, in close coordination with the HRCo, the associated processes (recruitment, training/induction, evaluation, potential detection, development and communication) of the staff under his/her responsibility in order to ensure both the sizing and the amount of knowledge required
• In close collaboration with the Project Coordinator and HRCo, looks for the best options to avoid and/or solve possible labour conflicts in the project.
• Ensures all staff in the Project (National, International, Regional, visits, etc.) is properly briefed and/or inducted.
• Is responsible for all movements and/or accommodation of staff in the Project.
• Ensures that monthly accountancy closure is taking place and controlled, with due quality and on due time.
• Ensures all HR, Administrative and Financial reporting of the Project
Qualifications
• Degree in Finance, Management or Administration
• Master Degree is the same field is an asset
• Essential, working experience of at least two years in relevant and similar jobs- Desirable experience in MSF/ NGOs.
• Very good knowledge of English (written and spoken)

Main Purpose
Supervising and monitoring the implementation of the daily building and rehabilitation activities in the project, according to MSF standards, protocols and procedures in order to ensure the efficient running of the project.
Accountabilities
• Supervising and monitoring on a day-to-day basis the implementation of the building and rehabilitation activities in the project ensuring compliance of MSF standards, protocols and procedures. This includes the following tasks:
o Analyzing, according to customer requirements and MSF programs, the needs for construction/rehabilitation works and reporting to the line manager accordingly, in order to provide the necessary information to find an appropriate and efficient solution, including planning of (financial, technical, material and human) resources that meet the mission needs
o Supervising and following up through regular visits the work of construction and/or rehabilitation in progress, in order to ensure deadlines, budget and technical specifications and to early detect potential deviations
o Negotiating agreements and permissions for construction/ rehabilitation projects, establishing regular contacts with local authorities, in order to ensure all required documentation is filled upon and to avoid delays
o Organizing and supervising call for tenders (architect office, company tendering) activities in order to ensure the best technical and financial conditions
• Planning and supervising the HR processes (recruitment, training, performance evaluation and internal, external communication) of the drivers and mechanics in order to ensure both the sizing and the amount of knowledge required for the activity
• Supervising and leading the logistic team under his/her responsibility including the definition of each person’s tasks (daily supervision and checking the quality of their work); drawing up working schedule; organizing and leading team meetings
Qualifications
• Essential, secondary education; desirable Engineering or construction diploma/education
• 2 years’ experience in similar field – Desirable experience in MSF/ NGOs.
• Very good knowledge of English (written and spoken)

Main Purpose

Carrying out or supervising all maintenance logistics activities in the base (vehicles, fuel consumption, and local infrastructure) according to MSF standards and protocols in order to have the material, infrastructure and vehicles in optimal running conditions.

Accountabilities

  • Planning vehicles movements, tracking individual trips, and ensuring implementation of security measures
  • Tracking consumption of supplies, fuel, lubricants, used in different facilities (office, house, store, etc.).
  • Checking the maintenance of the various open spaces (gardens, courtyards…) and ensuring that domestic waste is correctly discarded
  • Checking and ensuring the maintenance of MSF premises and facilities, as well as the general water supply, electrical, walls, ceilings and security conditions. In this sense, making inspection visits to assess the rehabilitation needs of facilities.
  • Performing maintenance of logistics equipment for cold chain, energy, IT and radio communications, in particular:
    • Inventories and the reallocation of equipment.
    • Renewing the authorization to use radio material with local authorities.
    • Checking the quality of the work carried out on generators and electrical installations.
  • Preparing orders for his sector activity do the follow-up, and checking their proper reception and state.
  • Carrying out local purchases and ensuring that the line manager is aware of any problems linked to the quality or availability of the items to be purchased.
  • Participating in trainings at the request of the line manager

Qualifications

  • Essential secondary education/ Technical school is an asset
  • Essential working experience of two years in similar job/ Desirable experience in MSF/ NGOs.
  • Very good knowledge of English and Greek
  • Essential computer literacy (word, excel and internet)
