Context

Médecins Sans Frontières (MSF) is an international independent medical and humanitarian action-driven organisation that offers assistance to populations in distress, to victims of natural or man-made disasters and to victims of armed conflict, without discrimination and irrespective of race, religion, creed or political affiliation. The MSF movement is built around 5 operational centres (OC) supported by 23 sections and offices worldwide.

MSF in Greece provides humanitarian and medical assistance to the refugee and migrant populations fleeing conflict in their home countries and following a migration route via Greece and the Balkans towards Northern Europe.

Main purpose

Ensure the proper functioning of the medical activities under his/her responsibility, defining and implementing MSF policies, protocols and procedures and guaranteeing the delivery of quality of healthcare in order to improve health conditions of the target population.

Support the Medical coordinator to understand and navigate the Greek medical/political environment and nuances of working in Greece, language barriers, contact with local NGO’s, partners and government agencies.

Main Responsibilities of the Position

  • Coordinate, assess and supervise the proper functioning of the medical activities, according to Greece medical standards and MSF protocols.
  • Gather and synthesize information on Greek medical protocols and legislation. Participate in comparison and integration of these protocols into MSF standards.
  • Collect and analyze the weekly/monthly medical data, report any trends or anomalies promptly to Medical Coordinator, monitor volume and type of consultations, pathologies, disease patterns.
  • Prepare the medical orders needed to implement the medical activities under his/her responsibility and identify non-medical support needs.
  • Participate in the program assessment.
  • Prepare weekly/monthly medical reports and participate in the programme reporting schedule (i.e. monthly Sit Reps, medical statistical reports, etc.) and assist in definition of annual planning and budget proposals.
  • In support of the Medical Coordinator, represent MSF in meetings with other stakeholders and assist in the stakeholder mapping.
  • Coordinate and monitor the daily working plan of the team (doctor, nurses and translators) under his/her responsibility in collaboration with the Project Coordinator.
  • Ensure efficient pharmacy and medical equipment management.
  • Replace the medical doctor when necessary.
  • Translate medical documents on the request of the Medical Coordinator.
  • Carry out medical follow-up of all MSF national and international staff in application of MSF staff health policies
  • Plan and supervise, in close coordination with the HR department, the associated processes (recruitment, training, performance evaluation, development and internal communication) of the staff of the activity in order to ensure both the sizing and the amount of knowledge required, and to improve staff capabilities.

Requirements

Education:

  • Medical Doctor Diploma and licence to practice in Greece
  • Desirable specialization or training in tropical medicine or public health

Experience

  • 2 year experience minimum as a Medical Doctor in medical activities related job
  • Desirable working experience in MSF or other NGO’s
  • Desirable experience in tropical medicine or post-registration experience in Public Health, obs and gynae, paediatrics, A&E, infectious diseases, HIV/AIDS/STDs, TB or general practice, general medicine

Languages: Fluency in Greek and English

Knowledge: Computer literacy essential

Main Purpose

Implement Health Promotion/IEC activities with patients and local population to raise their knowledge and skills on relevant medical topics.

Accountabilities

  • Inform patients and communities about MSF and services it provides.
  • According to medical priorities, deliver information to the patients and community on specific health topics
  • Implement activities of health education and awareness (sessions in schools, churches, community), under the indications and supervision of the HP Supervisor.
  • Under the guide of HP Supervisor, assess the impact of activities (with questions, verifications and behaviors observations), and report problems, success and constraints to him/her.
  • Collect all type of information related to specific health and living conditions of the population, in particular to identify the most vulnerable populations to target.
  • Report to HP Supervisor: activities, problems met, strengths and constraints.

Qualifications

  • Education level in social science, social communication, nurse or teaching
  • Fluency (written, oral) in Arabic & Kurdish (Kurmanji dialect)
  • Very good (written, oral) in English and/or Greek
  • Previous working experience required. Desirable with MSF or other NGOs

Medical Activity Manager (National Staff)

Title of the position: Medical Activity Manager (National Staff)
Project: Rehabilitation of migrant survivors of violence
Mission: ATHENS, GREECE
Duration: Initial contract for 3 month. Looking for at least 12 months commitment.
Working hours:  Full-Time (5 days a week)

Background of the Project

Médecins Sans Frontières (MSF) has been providing medical and humanitarian assistance to migrants and refugees worldwide.
Since October 2014 MSF provides support to migrants and refugees who have suffered torture and other forms of ill-treatment. Our aim is to offer integrated rehabilitation services, including medical care, physiotherapy, mental health and social support to survivors of torture and ill-treatment.

Main Purpose of the Position

Ensure the proper functioning of the medical activities under his/her responsibility, defining and implementing MSF policies, protocols and procedures as well as international good practices for the rehabilitation of torture victims, and guaranteeing the quality of provided healthcare. Ensure that medical activities are implemented in line with the comprehensive rehabilitation targets set by the interdisciplinary team of professionals (MSF and its partners).

Accountabilities

  • Coordinate, assess and supervise the proper functioning of the medical activities, according to MSF protocols and procedures and through the correct compilation and analysis of medical data regarding patients’ health conditions.
  • Check all administrative procedures related to patients’ follow are correctly carried out according to MSF procedures.
  • Prepare the medical orders needed to implement the medical activitie(s) under his/her responsibility, and identifies non-medical support needs (material, infrastructure, transport, etc.), reporting them to the line manager.
  • Plan and supervise, in close coordination with the HR department, the associated processes (recruitment, training, performance evaluation, development and internal communication) of the staff of the activity in order to ensure both the sizing and the amount of knowledge required, and to improve people capabilities.
  • Coordinate and monitor the daily working plan of the team under his/her responsibility (absent personnel, vacations, tracking leaves).
  • Ensure an efficient pharmacy and medical equipment management and monitor the rational use of them.
  • Participate in the project follow-up, supervise and ensure that medical activities objectives under his/her responsibility are achieved and report to the technical referent any problem arising in the service.
  • Participates in the monthly reports according to guidelines (i.e. SitReps, medical statistical reports, etc.) and definition of annual planning, budget for the project.

Specific objectives

  • Communicates regularly with the network of external medical actors. Actively seeks new co-operations, as needed to meet patients’ needs.
  • Contributes to the development of know-how by researching relevant literature and tools and introducing these to the team.
  • Exchanges regularly with peers in other MSF projects for victims of torture and cooperates with them to improve MSF’s understanding and capacity to address victims of torture medical and more comprehensive rehabilitation needs.

Requirements

Education:

  • Medical/Paramedical.
  • Desirable specialization or training in public health or refugee health.

Experience:

  • Essential minimum 2 years’ experience as a coordinator/supervisor in medical activities related jobs.
  • Essential working experience in MSF or other NGO’s working with migrants/refugees or victims of torture.

Languages: Greek and English essential, French is an asset.

Knowledge: Computer literacy essential

  • Teamwork, intercultural sensitivity, flexibility are essential.
  • Experience working with vulnerable populations and victims of violence is an asset.

Main purpose:

Carry out all social-related activities, in order to ease the patient’s situation, to maximize his/her adherence to treatment and to improve his/her psychosocial condition.

Main Responsibilities of the Position

  • Outreach work in order to introduce the MSF MH services to the community, to identify people in need of psychological treatment, to know the community and its mechanisms of resilience.
  • Help the MHAM in the management of the waiting list (regular visit to the people in need of MH support and in the waiting list).
  • Participate to the holistic care of the patients included in the program in the MH department by identifying the social needs of patients through a social assessment.
  • Respond to the patient’s social needs, according to the scope of the project, by giving direct social support and/or refer to other social actors, in order to actively contribute to the improvement of their quality of living.
  • Contact patients to follow up the evolution of their condition when needed (home visits, defaulter tracing)
  • Participate in the creation of any material needed for the activities of social workers. Take care of social services facilities, materials and equipment in order to ensure continuity.
  • Mapping and regular update of social partners, local authorities, other NGOs, and governmental social services in order to improve social services scope and responsiveness.
  • Keep records, statistic and files updated, reporting any social activity, in order to prioritize and develop appropriate programs or projects.

Requirements

Education: Degree in Social Work is essential

Experience: Two years minimum in a similar position. Experience with MSF or other NGOs is highly desirable. Experience of the Greek health system will be a plus.

Languages: Essential English and Greek

Competencies: Commitment to MSF principles, flexibility, teamwork, results-orientation

  • Accompanies beneficiaries to health and social care facilities as needed to facilitate interpretation and service provision.
  • Interprets and assists during the distribution of non-food relief items to beneficiaries
  • Translates MSF internal / external documents into local language(s) as needed.
  • Ensures confidentiality and medical secrecy.

Requirements of the Position

  • Valid residence and work permit for Greece is essential.
  • Training in interpretation or intercultural mediation desired.
  • Arabic
  • Good knowledge of English.
  • Two years minimum in a similar job; experience with MSF or other NGOs desirable.
  • Experience working with vulnerable populations and victims of violence an asset.
  • Teamwork, intercultural sensitivity, flexibility are essential.
